Monday AM1-1: PennDOT's Asbestos Policy for Bridge Demolition and Renovations Projects
K. Thornton (PennDOT) - PennDOT has developed a programmatic approach for complying with the inspection and notification requirements of the National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations for bridge demolition/renovation projects that has been adopted by the Federal, State, & Local resource agencies. Bridge design specifications and actual asbestos inspections of bridges indicates that highway bridges, other than those with utility attachments, contain either no or minimal quantities of ACM. Therefore PennDOT believes this programmatic approach is in the best interest of the taxpayer, while still being protective of the public health and the environment.

Rudy Powell (Florida Department of Transportation) - This presentation describes FDOT's experience in mitigating environmental risks within the procurement phases on FDOT P3 projects involving the Port of Miami Tunnel and Interstate 595 corridor. The information will also include lessons learned and approaches that can be used by other DOTs in similar projects.

Monday PM2-1: Waste is Only a Resource in the Wrong Place
This presentation will review a ‘state of the art’ deconstruction and analysis of buildings located at Ft. McClellan Army Base, Anniston, AL removed as part of the redevelopment of this closed facility. The presentation will also review a survey by the IL DOT of the other US states’ DOTs regarding practices to allow salvage from buildings to be demolished as part of road construction and offer models for wider consideration of the opportunities to reduce waste from building removals.
Monday PM2-2: The Use of Manufractured Waste Shingles in a Hot-Mix Asphalt Field Project in Virginia
Bill Maupin (Virginia Transportation Research Council): Significant cost increases for asphalt concrete is linked primarily to the increased cost of the petroleum asphalt binders. The results of a 4.12 mile pilot project where manufactured shigle waste was used as a substitute for virgin asphalt binder will be examined.

Monday PM2-3: Woodrow Wilson Bridge Project: Reclamation of a Former Mine Site with Dredge Spoils
Michael S. Baker (URS): Approximately 340,000 cubic yard of dredge spoils from the Woodrow Wilson Bridge project were used to reclaim a former mined site in Charles City, Virginia. This presentation will chronical the successful and innovative management of these materials and the return of the recalmation site to productive agricultural use.
Monday PM2-4: Defining Green Roads: Metrics for Recycled Material Content
Kevin Gardner (University of New Hampshire Recycled Material Resource Center): The success of the public/private Green Highway Partnership, and leadership from the US EPA and FHWA, has raised consciousness regarding the definition of a more sustainable transportation system. Many efforts are underway to develop holistic approaches to understanding how roadways may be constructed and maintained with lower environmental impacts. This presentation will discuss the various elements of what makes a highway “greener” from a holistic perspective, and will focus particularly on opportunities for resource efficiency in highway construction and maintenance.
Tuesday AM1-1: Managing Risk for P3 Projects
Corey Boock (Nossaman, Guthner, Knox and Elliott, LLP): Successful contracting for P3 projects involves understanding and allocation the various project risks. Mr. Boock discussed issues to be addressed in contract negotiations with a particular emphasis on port-related P3 ventures.

Tuesday AM1-2: P3 and Sustainability: Convergence?
Pierre Vilain, PhD (Halcrow, Inc.): An interesting aspect of P3 in road transportation that has received relatively little attention is the potential environmental benefits of P3*. It is widely (but not universally) agreed that road transportation is underpriced, with each user not being priced at the marginal social cost of their driving. This results in an inefficiently high level of driving, a common problem with negative and underpriced "externalities".

Steven Eget, P.E. (Weston Solutions, Inc.): The projected doubling of global trade in the next twenty years has been the primary driver of the unprecented seaport growth in the United States. The constraints on this growth have resulted in unique sustainability drivers for port opporation. The presentation provides an overview of these drivers as well as success stories, best practices and future outlook for ports around the country.
