HAPPY HOLIDAYS and welcome to our Committees
inaugural e-Newsletter. This is the
first edition of what will be a bi-annual electronic newsletter that is
scheduled to be delivered just prior to each years TRB Annual Meeting in Washington,
DC (Winter) and each years ADC60-sponsored Summer
Workshop. For more detailed information
about the below news items and for other information associated with past,

your associates or contacts who you believe may be interested in this

The ADC60 Committee
would also like to express sincere appreciation to Carol LaRegina,
the Committee's long-standing Secretary, who has resigned from the Committee
(and the wonderful life of a consultant) to spend more time with her family.
Carol has contributed greatly to the success of the Committee, starting in the
days we were a Task Force and getting our feet wet in the TRB
organization. Carol's drive, quick wit,
organizational efficiency, and expertise will be missed (along with her unique
laugh). Come back and join us when the
kids are grown!!!!
Two new members have
been appointed to leadership positions in the Committee. We are pleased to announce that Greg Smith
(North Carolina DOT) has accepted the position of Secretary and Steve Gobleman (Illinois DOT) has accepted the position of
Treasurer. Please join us in congratulating
both Greg and Steve.

Meeting will be held in Washington, D.C. on January 9th through 13th,

INVITATION AND CALL FOR PAPERS, JULY 2005
SUMMER WORKSHOP
Our Committees next Summer Workshop and opportunity to
present will be July 17-19, 2005 in Charlotte, North Carolina. The title of this years Workshop is Environmental
Stewardship in Transportation Through Waste
Management, Materials Reuse and EMS and the official Call for Papers and other
information about the workshop is now online at http://www.ncdot.org/~trb. The Workshop will be hosted by the North
Carolina Department of Transportation and the North Carolina Department of
Environment & Natural Resources.
PLEASE CONSIDER SIGNING UP TO DO A PRESENTATION
it is an excellent way to share your environmental expertise and experiences
as well as to pursue an option to later prepare it for submission in August as
a candidate paper to be peer reviewed and formally published by TRB in
association with that years TRB Annual Meeting.
SUMMARY OF JUNE 2004 SUMMER WORKSHOP
On June 6th 9, The Committee on Waste Management in Transportation
(ADC60) held its 2004 Summer Workshop in New York City Environmental
Management and the Greening of Transportation.
This successful and very well attended Summer Workshop was hosted by the
Metropolitan Transportation Authority-New York City Transit, coinciding with
the 100th anniversary of the New York City Transit subway system. Many interesting technical presentations and
posters were shared, a large portion of which focused on Environmental
Sustainability, Materials Recycling, and Environmental Management Systems
issues as they pertain to the greening of transportation systems and
projects. A key note presentation was
given by Fred Berger of The Louis Berger Group, Inc. regarding the recent
re-construction of the Afghan Road from Kandahar to
Kabul, in addition to highlighted presentations given by the Commissioner of
the Chicago Department of Transportation and an environmental representative
from the United Nations in New York City.
Field visits were made to two (2) separate construction sites in New
York City to learn first hand about incorporation of green design and
construction concepts on current NYC Transit projects. Please visit our Committee website for

SUBCOMMITTEE NEWS & UPDATES
In future editions of this newsletter, the below
subsections will contain announcements, updates and/or web links from the
various subcommittees. For this inaugural
issue, the following is provided as an introduction to the various ADC60
Subcommittees and their roles.
Steering Subcommittee
The Chair of this committee is Scott Springer (mail to: scott.springer@westonsolutions.com)
of Weston Solutions. Membership on this
subcommittee is comprised of the committee chair, secretary, and all of the
below-identified subcommittee chairs.
The function of this subcommittee focuses on committee direction/strategy,
annual work plan development, coordination with
inter-committee liaisons, and alignment of all functions, activities, roles to
be consistent with Committee strategy, and short-term objectives. The following is a summary of the Committee
mission: The Committee will promote the
industry's evolution from a solid and hazardous waste remediation and
management approach to a waste minimization approach through the development
and integration of proactive environmental management systems (including
sustainability concepts) into transportation programs. The Committee will focus on systems-based
solutions and research associated with waste- and contamination-related
technical areas such as toxic and hazardous materials tracking, pollution
prevention, product substitution and green designs, recycling and reuse of
materials, and brownfields programs (re-use of
contaminated properties in urban transportation systems).
Research Subcommittee
The chair of this subcommittee is Dr. Kevin Gardner (mail
to: kevin.gardner@unh.edu) of the
University of New Hampshire. Membership
requirements remain to be determined.
The function of this committee is to build upon the functions currently
being performed under the Research Subcommittee and ensure alignment of the
Committees technical direction and research needs. The Research Subcommittee will also work
closely with the Steering Subcommittee to ensure that its focus is consistent
with ADC60s charter approval by TRB.
Functions performed by this subcommittee include:
Lead role in supporting future Research Needs
conferences
Perform outreach to FHWA and state DOTs to identify research needs through assignment to
Committee members and friends
Identify and report on TRB research of interest
to the Committee
Identify and report on non-TRB research of
interest to the Committee (e.g., EPA)
Understand and track potential funding sources
for research needs identified by the Committee
Serve as the umbrella subcommittee for work
groups concentrating on mode-specific (e.g., rail) or topic-specific (e.g., use
of recycled materials) interests
Publications and Presentations Subcommittee
The chair of this subcommittee is Dave Soltis (mail to: dsoltis@techlawinc.com) of TechLaw. The primary
function of this subcommittee is to fill and maintain a pipeline of papers and
presentations that can be tapped for each years Annual Meeting and Summer
Workshop. This group will strive to plan
12-18 months in advance for fulfilling the publications and presentations goals
of the Committee. The group will also
try to leverage liaison capabilities to identify and solicit papers and
presentations. Ultimately, the goal of
this subcommittee (and ADC60) is to be the preferred sponsoring committee for
future TRB authors and presenters interested in issues relevant to the mission
of Committee ADC60.
Communications Subcommittee
The chair of this subcommittee is Tom Lewis (mail to: tlewis@louisberger.com) of The Louis
Berger Group. Membership requirements
remain to be determined. This
subcommittee is responsible for both internal (intra-Committee) and external
(extra-Committee) communications. The
purview of this subcommittee is fairly broad and includes, at a minimum, the
following:
Committee web site creation and maintenance
Liaison with other TRB Committees
Technical transfer
Assisting the Papers and Presentations
Subcommittee in advertising call for papers, etc.
Assisting other subcommittees in communicating
timely, relevant information to stakeholders of ADC60
OTHER TRB COMMITTEES OF INTEREST LIAISON,
NEWS & UPDATES
Call For Liaison Volunteers to Attend Other Committee Meetings as
part of the Upcoming TRB Annual Meeting
ADC60 is undertaking an outreach initiative and is looking
for liaison volunteers to assist our Communications Subcommittee. Volunteers will provide information to ADC60
about news, upcoming events, and other points of interest from his or her respective
committee. ADC60 is especially
interested in Members (or even Friends) of the Committee to consider being a
Liaison with other TRB Committees with missions and activities of potential
interest and relevance to Committee ADC60.
Please consider becoming a Liaison and attending the Committee Meeting
for one of the following committees or any other Committee you are interested
in (only a few volunteers have already
been identified and many more are needed for this critical outreach and
networking activity):

Liaison volunteers will be asked to consult the Annual
Meeting Program Book and identify the date and time of the subject other
Committees meeting of their choice, attend and observe that meeting, introduce
themselves as representing Committee ADC60, mention our Committees interest in
potential future collaboration, and then email to Tom Lewis (tlewis@louisberger.com)
a brief summary of any activities or discussions of potential interest to
Committee ADC60.
NATIONAL NEWS OF INTEREST
FHWA:
Surface Transportation ReauthorizationThe United
States Department of Transportation (DOT) is preparing for the reauthorization
of surface transportation programs by working with Congress, State and local
officials, tribal governments, and other stakeholders to develop its proposals.

AASHTO:
Center for
Environmental Excellence - The AASHTO Center for Environmental Excellence
was recently developed in cooperation with the Federal Highway Administration
to promote environmental stewardship.
Their web site at http://environment.transportation.org
includes many relevant and useful items on subjects such as Environmental
Management Systems, Smart Growth, and Waste Recycling and Management. For example, the EMS section of the site
summarizes and provides links for recent developments such as: CTE Web Broadcast on Environmental
Information Management and Decisions Support Systems Now Available; EMS
Software Assessment Prepared by Global Environment & Technology Foundation;
AASHTO Center for Environmental Excellence Holds EMS Workshop; New EPA Guidance
Encourages the Use of EMSs in Enforcement Cases; and,
FTA Launches EMS Program for Transit Agencies.
