WELCOME BACK!  This is the second issue of the TRB Committee ADC60 e-newsletter.  First and foremost,  the annual Summer Workshop is just around the corner.  The Environmental Stewardship in Transportation Through Waste Management, Materials Reuse, and EMS Conference is being held in Charlotte, North Carolina on July 17-19, 2005.   Visit http://www.ncdot.org/~trb for more information.  There is still time to register, so don’t delay. 

 

We are pleased to announce the launch of the Committee’s brand new website.  The web address has changed, and so has the format; please take a moment to “stop by” at http://www.trb-adc60.org.  With the launch of the website has come a new e-mail system, so you can e-mail the committee and subcommittee chairs and officers.  The format for the new e-mail addresses is: first initial and last name@trb-adc60.org (e.g., jsmith@trb-adc60.org).

CHAIRMAN’S REPORT

The Waste Management in Transportation Committee continues to add value to the Transportation Research Board and transportation professionals.  As will be evident in the rest of this Newsletter, the Committee members and friends are very committed, active and creative.  We are working hard to be the “environmental Committee of choice” within the TRB.  Highlights of our recent efforts are presented in the Subcommittee Reports that follow. 

 

This Newsletter is one method the Committee employs to emphasize the importance of making the TRB a year-round commitment.  The Committee leadership challenges its members and friends to be sustainable and contributing members throughout the year, not just at the Annual Meetings and Summer Workshops.  Towards this end, we emphasize the following 6 actions that will promote this behavior:

*      Contact another TRB member or friend once a week

*      Visit the Committee web site once every two weeks

*      Volunteer to support one subcommittee

*      Be a TRB advocate within your respective organizations

*      Forward one research needs topic to the Committee every year

*      Strive to present one paper or topic every year at a TRB-sponsored meeting

 

We look forward to seeing you in Charlotte, North Carolina for our Summer Workshop hosted by the North Carolina Department of Transportation.  It promises to be an excellent program and outstanding opportunity to network with fellow transportation professionals.  See you there!

 

Environmental Stewardship in Transportation
Through Waste Management, Materials Reuse, and EMS

 

The North Carolina Department of Transportation and the North Carolina Department of Environment & Natural Resources are hosting the Environmental Stewardship in Transportation Conference in Charlotte on July 17-19, 2005. The conference intent is to explore stewardship through practices and processes involving waste management, materials reuse and systems-based environmental management as they relate to the transportation industry. This conference provides an excellent opportunity for NCDOT employees to learn about developments, recent research and experiences as they relate to the featured topics. Please visit our web site to view the agenda and other information.

 

All conference events will occur at the Hilton Charlotte Center City and Discovery Place museum in uptown Charlotte. Registration is only $95 for state employees, with no early bird deadline. Room rates are at the state rate of $57.25 + tax.  We are expecting attendees from across the nation and several foreign countries. PLEASE TRY TO ATTEND – The ADC60 summer conferences are traditionally organized by committee members for committee members, to demonstrate the committee's commitment to its mission of disseminating new trends, experiences and research related to waste management in transportation.  Please support your committee's activities both now and in the future.  It's your conference and its success directly influences others' perceptions of the committee.  This summer's conference includes all of the components necessary to continue the tradition of quality demonstrated in past years' conferences.  The only thing missing is YOU.!  

 

INVITATION AND CALL FOR PAPERS, TRB 85th ANNUAL MEETING

The TRB 85th Annual Meeting will be held in Washington, D.C. from January 22-29, 2006.  Solicited and unsolicited papers for presentation and/or publication as part of the 85th TRB Annual Meeting must be submitted directly to TRB via the online paper submission website by August 1, 2005. Papers addressing any relevant aspect of transportation research will be considered. However, some TRB Technical Activities (Division A) committees are soliciting papers in specific subject areas. Prospective authors are encouraged to review committee Calls for Papers and to consult the Information for Authors page for guidance on preparing their manuscripts.

SUMMARY OF JANUARY 2005 TRB 84th ANNUAL MEETING

The TRB 84th Annual Meeting was well attended and very successful, and included a productive ADC60 Committee Meeting.  For more information regarding the meeting, as well as meeting minutes, visit the Committee ADC60 Website, click “Archived Information,” and select “2004 Annual Meeting Minutes.”

SUBCOMMITTEE NEWS & UPDATES

The following subsections contain announcements, updates and/or web links summarizing any recent activities or announcement from ADC60 subcommittees.

Steering Subcommittee

The Chair of this committee is Scott Springer (mail to: scott.springer@westonsolutions.com) of Weston Solutions.  Recently, the Triennial Self Evaluation was completed and officially submitted by the Committee for review and approval.  Please contact Mr. Springer for more information about the Steering Subcommittee.

Research Subcommittee

The chair of this subcommittee is Dr. Kevin Gardner (mail to: kevin.gardner@unh.edu) of the University of New Hampshire.  Please contact Mr. Gardner for more information about the Research Subcommittee.

Publications and Presentations Subcommittee

The chair of this subcommittee is Dave Soltis (mail to: dsoltis@techlawinc.com) of TechLaw.  The Committee has received several suggestions for papers and presentations at the upcoming TRB 85th Annual Meeting scheduled for January 22nd through 26th, 2006 in Washington, DC.  We welcome these offers to share best management practices and innovative ideas and research that further the goals of our Committee.  We encourage all of the members and friends of the Committee as well as all other transportation professionals to consider preparation of a paper or presentation.  Our Committee’s Call for Papers can be viewed at http://gulliver.trb.org/am/cfp/2006/ADC60.pdf.  Research and innovation topics of particular interest to this Committee and the Annual Meeting attendees include:

*      ·Waste management best practices, research, and innovations;

*      ·New initiatives to promote and measure the performance and benefits of environmental management systems;

*      ·Pollution prevention and waste minimization innovations and research; and,

*      ·Initiatives for and innovations in the assessment and management of contaminated properties.

All papers are due to TRB by August 1, 2005 and must be submitted via TRB’s Papers Submission website.

Please Note, the Committee has also partnered with the Physicochemical Phenomena in Soils Committee (AFP40) in soliciting papers on the Management of Petroleum Residuals in Transportation Infrastructure.  This Call for Papers can be viewed at http://gulliver.trb.org/am/cfp/2006/AFP40-ADC60.pdf.  Please contact Mr. Soltis for more information about the Publications and Presentations Subcommittee.

Communications Subcommittee

The chair of this subcommittee is Tom Lewis (mail to: tlewis@louisberger.com) of The Louis Berger Group.  This subcommittee is responsible for both internal (intra-Committee) and external (extra-Committee) communications, including this newsletter.  Please contact Mr. Lewis for more information about the Communications Subcommittee.

The Communications Subcommittee is also responsible for the Committee’s newly redesigned web site.  Please take a moment and visit the site (www.trb-adc60.org), which has some new features, such as news and links.  The new website also makes it easy for you to keep in touch with the Committee.  While visiting the site, there is a form you can complete to send an e-mail to the Committee, or you can send a message to one of the Committee officers or subcommittee chairs using the contact information found on the site.

Please consider attending and reporting to ADC60 on any meetings held by these other committees.  Liaison volunteers will also be asked to consult the upcoming Annual Meeting Program Book and identify the date and time of the subject other Committee’s meeting of their choice, attend and observe that meeting, introduce themselves as representing Committee ADC60, mention our Committee’s interest in potential future collaboration, and then email to Tom Lewis (tlewis@louisberger.com) a brief summary of any activities or discussions of potential interest to Committee ADC60.

NATIONAL NEWS OF INTEREST

FHWA: 

Environmental Stewardship – President Bush issued Executive Order 13274 on September 18, 2002 to enhance environmental stewardship and streamline the decision-making process in connection with major transportation projects. Visit the Environmental Stewardship and Transportation Infrastructure Project Reviews web site to find out more about the implementation of Executive Order 13274.

 

The Transportation Equity Act for the 21st Century (TEA-21) was enacted June 9, 1998, as Public Law 105-178. TEA-21 authorizes the Federal surface transportation programs for highways, highway safety, and transit for the 6-year period 1998-2003.

 

 

AASHTO:

Center for Environmental Excellence - The AASHTO Center for Environmental Excellence (ACEE) was recently developed in cooperation with the Federal Highway Administration to promote environmental stewardship.  Their web site at http://environment.transportation.org includes many relevant and useful items on subjects such as Environmental Management Systems, Smart Growth, and Waste Recycling and Management.  Please visit the Center’s web site for more information on these environmental issues as well as several useful links to State and Federal Agencies, Trade Associations and other entities associated with the environment. 

 

TEMSAP – One recently initiated activity being executed by the Center is to develop and implement the Phase1 of the AASHTO Transportation Environmental Management System Assistance Program (TEMSAP) to provide state transportation agencies on-site technical assistance to support the start-up phase of the development and implementation of an EMS. The start-up technical assistance will be supplied by a team of highly qualified and experience transportation environmental management consultants under contract with the ACEE. Initially, the TEMSAP will supply start-up technical assistance to several state transportation agencies that have made a strong commitment to developing and implementing an EMS. 

 

The goal of Phase 1of the TEMSAP is to assist several state transportation agencies in successfully completing work plans and schedules for the development and implementation of their EMS’s by September 30, 2006. The work plans and schedules will include strategies, actions, resource requirements, and timeframes for developing and the agencies environmental management system.

 

Future phases of the TEMSAP will be initiated to fulfill the technical assistance needs as they are identified. Future phases could include start-up technical assistance for additional state transportation agencies and on-going technical assistance for the state transportation agencies receiving the start-up technical assistance and pursing the development and implementation an EMS.

National Transportation Enhancements Clearinghouse Summer 2005 Connections Newsletter – The latest issue of Connections, the quarterly newsletter of the National Transportation Enhancements Clearinghouse, is now available. The issue includes an overview of how states spent TE funds from fiscal year (FY) 1992–FY 2004. To access the issue, link here.

THE RECYCLED MATERIALS RESOURCE CENTER:

Web Site Includes Information on Other Events and Meetings — Please visit the Center’s web site at http://www.rmrc.unh.edu/ as an excellent resource for information about materials recycling and reuse as well as for several links to other U.S. and international events of relevance to materials reuse and environmentally sustainable approaches to project planning, design, specifications and construction.
